Transaction type popup empty

Hello experts,

I need the suggestion on below.

When I go to IC agent role and I dont find the pop up to select the customer. I directly reached to screen to create service request. If I click on service request I got a pop up to select transaction type but Pop up is also empty. Please suggest.
